As the Head of Government Affairs & Markets, your primary objectives are to assist in driving profitable growth by working towards creating conducive regulatory and policy framework conditions, raising 3M’s profile and brand with government, and advance our reputation as a respected, professional, and ethical company.
Collaborating with 3M Vietnam’s various Business Groups and Divisions as well as other support functions such as Marketing, Communications, and CSR, you will also be responsible for mapping local economic, social, and geopolitical needs with the aim to design programs of unique public value to government using 3M innovative solutions within sectors such as transportation, infrastructure, health care, energy, and defense.
The Head of Government Affairs & Markets have a dual reporting line to the Managing Director of 3M Vietnam as well as the regional Head of Asia Government Affairs & Markets.
The job scope and associated responsibilities fall within two major areas : Government Affairs and Government Markets :
Government Affairs :
Provide strategic guidance and support to the Managing Director and the local Leadership Team.
Map national governments’ plans and strategies to find synergies with the company’s value propositions.
Develop & execute government affairs strategies in support of the Subsidiary’s business objectives.
Lead and further develop the subsidiary’s high-level government engagement.
Represent and / or facilitate active company engagement in business councils, Chambers of Commerce, industry associations, etc.
Government Markets :
Transform Government market intelligence into actionable opportunity-based capture plans.
Assist the commercial teams identify and capture public procurement opportunities.
Support ongoing regional initiatives, e.g. in relation to private and public finance institutions.
Develop and deliver the Government Affairs & Markets Operational Support Plan.
Maintain the Subsidiary Government Affairs & Markets Dashboards.
Actively participate in meetings in the Asia Government Affairs & Markets Steering Committee.
Relevant Master’s Degree (preferred) or Bachelor’s Degree, e.g. in Public Policy, Economics, Social Sciences, etc.
6 to 10 years of relevant working experience, e.g. from a Public Affairs / Government Affairs role, Management Consultancy, Business Council or Association, Embassies, Government, Chambers of Commerce, etc.
A combination of both public and private sector experience will be an advantage.
Proven experience in collaborating and working with Government institutions in Vietnam.
Experience from regulated industry sectors, e.g. Transportation, Infrastructure, Health Care, Energy, etc.
Ability to and interest in working as part of a team in developing business strategies and plans involving government outreach and engagement.
Understanding of the country’s political process and knowledge about how to research and best collaborate with Government institutions to create public value.
Proficiency in Microsoft Office (esp. Excel and Power Point).
Excellent analytical, verbal and written communication skills.
Confident, tenacious, diplomatic, a good team-player.
