  • To provide support and guidance to leaders and managers in relation to HR & OD policies and ensure all are implemented and interpreted consistently, reporting to the HRM on time scales for resolution.
  • To provide general advice to managers for resolution on matters of discipline, grievance, general contractual terms of employment and management of attendance to ensure that the interests of the council and employees are protected in accordance with policies, procedures and legislation frameworks.
  • In conjunction with the HRM to plan, procure and organize the Learning and Development program and liaise with external trainers as appropriate.
  • To provide Job Evaluation / grading advice when supporting HR & OD Business Partners in organizational redesign, ensuring consistency, integrity and equity of the Job Evaluation Scheme
  • To design and review HR & OD policies and procedures in line with the agreed strategy for policy development and deliver learning exchanges to managers on identified topics.
  • To prepare reports for Business Partners outlining the factors, trends, influences and recommendations to support the HR & OD program of work through effective data analysis e.
  • g. performance management, learning and development.

  • To be responsible for managing the data upload of employee relations casework and to assist in the further development of HR & OD systems, improving effectiveness and management of casework deadlines, whilst maintaining data protection integrity across all systems used.
  • To work in partnership with the Employee Engagement Officer on engagement initiatives to be rolled out across company and corporate service areas, and take a lead role in event promotion e.g. white ribbon day
  • Maintenance and development of the HR & OD intranet pages and L&D program.
  • To manage and promote the Council’s whistleblowing helpline and take action accordingly.
  • To be responsible for the equalities agenda across the HR & OD function, representing the service where appropriate.

  • Bachelors degree in Human Resources, Business Administration, or related field required.
  • At least 4 years of human resource general experience preferred.
  • Effective knowledge and application of employment legislation and current HR practice. Knowledge of HR / OD / Payroll systems and processes.
  • Excellent verbal and written communication skills in both Vietnamese and English.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Thorough knowledge of employment-related laws and regulations.
  • Proficient with Microsoft Office Suite or related software.
  • Experience of working with managers to resolve employee relations issues. e.g. disciplinaries, grievances, absence management.
  • Experience of policy design, implementation and promotion.
  • Experience of creating and maintaining learning and development programs.

  • Up to 14-month salary package (including performance bonus)
