NPA’s international work covers three core areas : Humanitarian Disarmament, Democratisation and Just distribution of power and resources and Humanitarian Action and Crises Response.

Norwegian People’s Aid is seeking a Country Director for Humanitarian Clearance Operations in Vietnam

Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow.

Humanitarian Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict.

Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war.

Currently NPA has more than 22 Humanitarian Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

NPA started its work with mine action in Vietnam in 2009 and is currently involved in cluster munition remnants survey (CMRS) and clearance activities in Quang Tri and Thua Thien Hue province as well as capacity building projects of national and regional mine action authorities.

The programme’s head quarter is located in Hanoi, and with regional offices in Dong Ha and Hue. The programme is currently employing 229 staff including 5 expats, and receives funds from several donors including NMFA, USDoS and DFID with an annual turnover of about 4.5 million USD.

In this position your main responsibilities will be :

  • Responsible for the design and implementation of the appropriate organisation, its mode of operation and geographical targeting (including capacity building of national and provincial mine action authorities when relevant).
  • Coordinate closely with all relevant stakeholders, local and national authorities.
  • Be responsible for the development, monitoring and management of the programme according to strategies, (annual) plans and budgets and in accordance with overall NPA guidelines and NPA Humanitarian Disarmament strategy and policies, with emphasis on relevance, quality, cost efficiency and impact.
  • Responsible for resource mobilisation for the NPA Humanitarian Disarmament Programme in Vietnam including donor strategies and fundraising.
  • Be responsible for management, tasking and supervision of expatriate and locally employed staff.
  • Responsible for the security of programme staff and programme assets, including ensuring that evacuation plans and the External Office Crisis Management Plans are updated and relevant for the programme activity.
  • To be succesfull in this role you must have :

  • Relevant higher education or equivalent qualifications (result focused mine action NGO or commercial EOD work, overseas relief and development programmes or military qualifications with international deployments).
  • Proven ability to develop, manage, motivate and lead a team.
  • Experience from managing operations (project planning, implementation, follow up and reporting, writing project proposals, budgeting and fundraising).
  • Previous working relations or experience of liaison and networking with UN, national authorities, military forces, partner organisations and donors.
  • Excellent communication and interpersonal skills with the ability to meet deadlines and work calmly under pressure and limited supervision.
  • Ability to work in and adapt to difficult and complex cultures and conditions.
  • We consider it an advantage if you also have :

    Due to the complexity of a programme of this size, education and / or experience in logistics finance and human resources will be preferable.

    The ideal candidate has good political intuition, an understanding of political processes and ability to process sensitive information with discretion.

    It is also desirable with in-depth knowledge of Vietnam history and culture and / or experience from the SEA region.
