Creative seeks a Chief of Party (COP) for the anticipated USAID / Vietnam Local Capacity Development (LCP) activity. The five-year activity will target interventions to support the capacity of and engagement between a multitude of stakeholders in the local governance ecosystem, including sub-national government and local organizations, leading to more transparent policy-making, effective implementation processes, and better delivery of services to Vietnamese citizens.

  • Its objectives might include : local government and local organization capacity strengthened; forums for locally-led issue identification and action established;
  • and public service solution / initiatives implemented.

    The Chief of Party will be responsible for the overall planning, implementation, and management of the project as well as the achievements of the goals and objectives of the project in a timely and cost-effective manner.

    The COP will serve as the main liaison between the Government of Vietnam and USAID.

    The COP will report directly to the Project Director at headquarters and will supervise various project staff.


    Primary Responsibilities :

  • Provide strategic leadership and coordination of program activities;
  • Lead project implementation and management of the performance of the project;
  • Provide strategic leadership to collaborate and coordinate with other donor-funded activities in Vietnam
  • Serve as primary liaison to strategic leaders to collaborate and coordinate on technical and strategic issues to maximize project results and liaise with other donors-funded projects and stakeholders.
  • Provide overall technical and administrative leadership to the project and serve as its institutional liaison;
  • Ensure all activities implemented fit the rules and regulations set forth by USAID, Creative, and the project requirements;
  • Integrate community approaches, gender sensitivity, and capacity building into all activities as appropriate.
  • Monitor the goals and objectives of the project to assure progress towards successful implementation; and
  • Coordinate with numerous government institutions and senior-level national and county-level government officials.
  • Qualifications

    Required Skills and Qualifications :

  • Advanced degree in international development or a related field;
  • A minimum of 10 years of experience working on international development programs;
  • At least 5 years of experience in relevant management, supervisory, technical experience, working with programs that are of a similar size and scope to this activity, preferably with a focus on Vietnam or Southeast Asia;
  • Demonstrated past representational experience with host governments and other donors and demonstrated success with inter-agency coordination and joint programming;
  • Demonstrated experience and knowledge in establishing systems and overseeing project start up and quality assurance;
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs;
  • Strong leadership, program, organizational management and communication skills;
  • Fluency in English and knowledge of Vietnamese is a plus.
