Would you like to be part of a public policy team that is driving the adoption of cloud computing in Southeast Asia? The Amazon Web Services (AWS) Public Policy team is at the forefront of helping customers maximise the benefits of cloud computing by removing regulatory and political blockers to cloud adoption.
We do this by working with governments as they develop and revise policies related to the digital economy, including cloud first policies, data protection regulations, outsourcing guidelines, cyber security policies, tax policy, and over-the-top (OTT) regulations.
AWS is looking for a talented individual to serve as Head of Public Policy for Vietnam. Reporting to the Head of Public Policy, ASEAN, this individual will represent AWS before policymakers in Vietnam.
The successful candidate will proactively build relationships with key policymakers, politicians and influencers. You will become familiar with all aspects of AWS business, and interface directly with the business units.
This position will be based in Hanoi, Vietnam.
Key areas of responsibilities include :
Develop, lead and implement government affairs and policy strategies for AWS to help facilitate an enabling environment for cloud adoption in Vietnam.
Raise awareness among government officials, policymakers and regulators on the cloud value proposition in regulated industries, such as but not limited to health, energy, telecommunications, and the financial services sector.
Seek collaboration with government and public affairs stakeholders on skills development activities.
Advance the company’s policy positions directly and through industry associations to enable a transparent and technology-friendly regulatory environment for cloud computing in emerging industries in Vietnam.
Work collaboratively and transparently with the business units to ensure alignment between public policy goals and core business objectives.
Assess and communicate potential regulatory threats and government sector business opportunities, develop mitigation or enhancement strategies and policy positions, and coordinate external advocacy and outreach programs and key initiatives.
Facilitate meetings between AWS executives and key stakeholders, including government officials, regulators, industry associations and alliance partners to promote advocacy positions.
Participate and contribute to appropriate corporate membership opportunities in industry associations on behalf of AWS, and ensure appropriate utilisation of judgment and integrity in employing external consultants.
8-10 years of experience representing a large company or association before national and local policymakers.
A Bachelor’s degree in a relevant discipline (e.g. Law, Political Science, Public Policy, Public Affairs, Economic Development).
Fluent in written and spoken English and Vietnamese.
The successful candidate must be inquisitive, enthusiastic about technology, enjoy working hard and being continually challenged, and demonstrate sound judgment even in ambiguous situations.
Previous work experience in the technology industry.
Comfortable working in ambiguous environments; self-starter that can use good judgment and resourcefulness to advance public policy priorities in the absence of clear guidance
Demonstrated track-record of achieving meaningful changes to regulatory environment through public policy advocacy, and demonstrated ability to influence, negotiate with, and persuade others.
Excellent understanding of IT issues in Vietnam, including cloud computing, cyber security, data protection, trade, taxes, and e-commerce;
and a strong track record of engaging with the IT ministry, financial services, health, energy regulators and other policy makers.
Excellent understanding of political landscape in Vietnam at a national, provincial and local level.
Ability to dive deep on political, legislative and regulatory trends (both national and local level) that may impact the AWS business, and to synthesise policy documents for internal and external customers.
Highly effective oral, written and interpersonal communication skills. Demonstrated ability to effectively and comfortably interact at the highest corporate, political and educational institution levels.
Maintain highest personal levels of ethical conduct, confidentiality and integrity, with a strong professional reputation in the industry.
Effective research skills, including ability to find new sources of information (e.g., data points) to support policy positions (past publications are a plus).
Effective time-management skills, including ability to prioritise and manage competing demands on your time.
