Project Overview This anticipated five-year USAID-funded Support to End Tuberculosis Project will support the Government of Vietnam (GVN) to end TB by 2030, working through its National TB Program (NTP).
USAID, through this USAID Support to End Tuberculosis Activity, will support the GVN to achieve this goal through targeted technical assistance to the NTP, provincial health management authorities, TB service networks, as well as other key local stakeholders in priority provinces.
Specific responsibilities : The TB / DRTB Advisor will be responsible for providing technical TB / DRTB guidance to facilitate more efficient and effective collaboration and mechanisms for the implementation of national TB strategic plans to empower the Government of Vietnam to become more self-reliant through its TB efforts.
Specific responsibilities include, but may not be limited to, the following :
Work closely with Chief of Party, other project technical advisors and local partners to provide technical guidance to local institutions and entities in the establishment, implementation and monitoring of partnerships to achieve effective and efficient mechanisms to effectively implement TB programs and services
Provide technical expertise and guidance in the development of strategies, targets and milestones for sub-agreements and partnerships which align with the USG Global TB Strategy, the Global Plan to Stop TB and WHO END TB strategies, targets and milestones
Ensure technical scope of partnerships and sub-agreements is in alignment with USAID, regional, national and donor frameworks, priorities and strategies, including priority interventions targeted to Vietnam’s unique TB burden
Provide technical support to regional programs, focusing on quality DOTS enhancement and expansion private sector engagement, improving TB and TB / HIV case detection through active case finding and other strategies, TB / HIV collaboration, care and support, MDR / XDR TB program implementation, gender-aware TB program implementation, procurement and supply chain strategies and result-based strategic information.
Required Qualifications :
Master’s degree or other advanced degree in public health, international development, grants management or other related fields
Minimum of 8 years of professional experience in TB / DRTB program implementation in Vietnam or countries with similar TB burdens;
prior experience with USAID or other donor-funded projects required
Previous experience in various areas of TB programming, including active case finding, new drugs / therapies, clinical patient support, TB preventative therapies, pediatric TB and TB in key populations
Excellent communication skills and strong inter-personal skills
Ability to work independently and with team members and partners at all levels
Work experience with local and international partners, including both private and public partners
Fluency in written and spoken English required; additional language skills preferred
