Job Purpose :
The HSE Deputy Department Manager (HSE DDM) is responsible for developing, maintaining and implementing Health, Safety and Environment (HSE) Management System and the effectiveness of HSE Management system
Overall responsibility, delegated authorities and accountabilities :
I. Department Management
Prepare the department objectives and action plan yearly
Prepare the department manning plan yearly and update according to the project status
Establish and update the department’s procedures / instructions
Assign tasks for staffs in your management
Transfer staff according to project demands
Leading / Directing
Establish and implement the training program yearly
Popularize the company policies, procedures, regulations to staffs
Communicate closely with staffs in your management to give support timely
Reviewing recruitment, selection, promotion.
Identifying opportunities for outstanding employee HSE on performance
Determine the recruitment need and make the request for recruitment
Develop and update the job description for the work positions in department
Take part in interviewing staffs
Monitor and assess the staff performance
Monitor Department work load and take actions as necessary
Collect and summarize Department man-hour data
Monitor, collect and review countermeasures for the trouble, abnormalities and nonconformities happened on the HSE Department & improvement
Prepare the department monthly report and propose the support from higher management level.
II. Company & Proposal, project activities.
Propose the organization chart and manning plan for each proposal / project.
Implement a policy of continual improvement regarding the development of the Project HSE Management system.
Co-ordinate with QA / QC to conduct QHSE audit both internal and external.
Provide support, including supervision on preparation of HSE Management plans and procedures for startup activities of project execution.
Co-ordinate with Proposal team to complete Proposal jobs.
Conduct the HSE inspections, surveys and audits on construction site.
Control all nonconformities, HSE matters of project, give technical instruction as necessary for project or having action for improvement HSE system.
Directly report to QHSE General Manager for all HSE issues.

According to company procedures and regulations
Yêu Cầu Công Việc
Qualification & Education Level
Bachelor Degree in Technical, Labor Safety or equivalent with additional professional qualifications in HSE Management Systems.
Good command of English
At least 6 years in gas / chemical and construction industry.
Working knowledge in Health, Safety and Environment Management Systems, HSE Auditing Techniques, Construction Safety, Oil and Gas Chemical Safety.
