Summary :

  • The USAID / Vietnam Support Service Contract will support USAID / Vietnam USAID staff and partners to implement more efficient, effective and transparent programs by improving : (1) USAID and implementing partners’ (IP) capacity to achieve expected results;
  • 2) USAID’s understanding and tracking of project performance; and (3) coordination, collaboration and learning. The contract will focus on a combination of services focused on monitoring, evaluation and learning and on capacity building for USAID and its implementing partners, particularly local Vietnamese organizations.

    Please note : Only Vietnamese citizens are eligible for this position.

    Position Summary :

    The senior capacity building specialist will have primary responsibility for delivering the capacity building results of this project.

    S / he will conduct organizational assessments, design improvement strategies, and develop and deliver training to build the capacity of USAID and its implementing partners, particularly local Vietnamese organizations.

    Responsibilities :

  • Supervise all capacity building conducted under the contract.
  • Select an appropriate organizational assessment protocol in conjunction with USAID and conduct organizational assessments of targeted organizations.
  • Develop a customized capacity building strategy for each organization that has been assessed, including milestones for assessing progress.
  • Develop new curriculum or adapt existing resources into learning modules drawing on adult learning methodologies.
  • Coordinate and deliver training; oversee delivery of training by other experts as needed.
  • Follow up with assisted organizations and determine additional needs in an ongoing process of learning and adapting the capacity building approach.
  • Qualifications :

  • Master’s degree in a social science, development studies or related field preferred.
  • Eight (8) years of direct experience in organizational capacity building, organizational development or training.
  • Five (5) years of experience designing and delivering training for adult audiences.
  • Demonstrated skills and experience in organizational assessment.
  • Three (3) years of experience living and working in developing country environments.
  • Quality past performance references.
